CMR is the abbreviation of "Convention Merchandise Routiers" and is the fundamental transport document used in international road haulage. Issued for road transport between countries party to the 1956 CMR Convention, it is the official document evidencing the legal responsibilities between sender and carrier, the terms of carriage, and receipt of the goods.
Although it serves a similar function to the bill of lading (sea freight), the CMR document is not a document of title — that is, it is not negotiable. It is essentially evidence of a contract of carriage and a receipt confirming the goods were taken over undamaged.
01Core Functions of the CMR Document
In road operations, the CMR performs the following critical roles:
- Evidence of the Contract of Carriage
- It records the terms between sender and carrier (loading point, unloading point, freight charge, etc.).
- Receipt of Goods
- It confirms the carrier has received the goods complete and in sound condition.
- Limits of Liability
- It sets the carrier's legal liability limits for any loss, damage or delay that may occur during carriage.
- Ease of Customs Clearance
- It is the official document declaring the contents of the goods at border crossings and customs inspections.

02Information Required on a CMR Document
A properly prepared CMR document should include the following details:
- Sender
- The full name and address of the company sending the goods.
- Consignee
- Details of the company to which the goods will be delivered.
- Carrier
- Details of the company performing the transport.
- Description of Goods
- The type of goods, packaging type, number of pieces and gross weight.
- Instructions
- Customs clearance points, delivery deadlines and special handling notes.
