In international banking and trade, RWA is an official bank letter declaring that one party — typically a buyer or investor — is "Ready, Willing and Able" to carry out a given transaction. The document certifies not only the existence of funds, but also the intention and legal capacity to use those funds for the transaction in question.
In large-scale projects, commodity purchases or requests for bank instruments (SBLC, BG), RWA serves as the first "filter" document used to establish whether the counterparty is a serious party. It is the most concrete starting point of commercial trust between the parties.
01RWA Operational Process and Verification Procedure
Rather than a simple written declaration, the RWA process proceeds through an interbank protocol comprising the following steps:
- Intent and Draft PreparationThe buyer applies to its bank stating that it wishes to have an RWA letter prepared for a given project or trade. The document clearly specifies the transaction targeted and the purpose for which the funds will be used.
- Bank Approval and Capacity CheckThe bank checks not only the balance in its customer's account, but also that customer's authority to transact, the source of the funds, and compliance with international regulatory standards.
- SWIFT MT799 CommunicationThe highest and most reliable form of RWA declaration is sent in MT799 format via SWIFT, the secure interbank messaging network. This digital message eliminates any possibility of the letter being fraudulent and ensures the receiving bank formally records the undertaking.
- Verification (Bank-to-Bank Call)In some cases, the parties may request mutual confirmation between two bank officers by the "Bank to Bank" (B2B) method. In this process, it is verified once again — verbally or in writing — that the funds are "ready and unencumbered" for the transaction.

02What Should an RWA Contain?
A valid RWA document must contain the following core elements:
- Ready
- That the funds are liquid and available for use.
- Willing
- That the fund holder has a firm intention to carry out the transaction.
- Able
- That there is no legal impediment — such as a lien or attachment — to transferring the funds or pledging them as collateral.
